Abstract (EN)

This thesis examines the forestry policies and practices applied in Turkey studied between 1937-1961. The introduction discussed forestry activities during Ottoman rule to follow the subject chronologically. The first chapter examines the forestry policies of the Single Party Period, in general terms, within the scope of the first forest law enacted in 1937. The second chapter mentions the reflection of multi-party political life on forestry policies. The third chapter explains the 1961 Constitution and forest law implemented for the first time in the constitutional history of Türkiye. Understanding the response to the rules and practices in the eyes of the people, the view of the people on the forest and the types of utilization are discussed. The forests, taken under legal protection in 1937, became the subject of conflict between the public and the state, with the state's more interest in time. The forests, public, and state triangles discuss the legal practices and their results.
