Artificial intelligence study on the comparison of 1951 Geneva Convention and temporary status in Turkish Law

In Turkish Legal System, the issue of refugee also has been addressed due to geographical location and several regulations has been made.However the 1951 Geneva Convention has been insufficient at a point. This point is the Syrians who have come to our country with mass migrations because of the internal turmoil in their country. The 1951 Geneva Convention regulating individual protection status has been an insufficient regulation for Syrians who come with "mass migrations". For this reason, the temporary protection regime was first regulated under the Foreign and International Protection Law No. 6458, and then the temporary Protection Regulation was issued in detail. Many studies have been conducted on refugee law at this point today. All of these studies still have certain deficiencies. One of these incompetencies is the condition of individuals who are insured by mass migrations. There is no common legislation agreed on in the international law. At this point, the Temporary Protection Regulation in Turkey can be stated as a leading document. Failure to develop a common international legislation on temporary protection status and insufficient efforts to improve the 1951 Geneva Convention affect the reliability of international protection status practices of the respective states. In order to eliminate this situation and take the necessary steps at these two points, we have brought some suggestions as a result of literature studies. By grouping these proposed items, we evaluated their results using the artificial intelligence application in matlab. Using the data we obtained as a result of these assessments, we have suggested solutions for the relevant issue. In case results are applied, it is expected that significant contributions can be made to the solution of this problem.
