Transcription and evalution of the Book of Records of no 197

This post-graduate thesis titled as ?Transcription and Evaluation of the Book of Records of No 197? consists of the transcription and evaluation of book of records of the Imperial Assembly of State, which was kept from 1970 to 1791 and in the first years of Sultan Selim the Third ruling, and of abstracts and classification of decisions and also of an index.In the ?Introduction? part of aforesaid book, political events of the period from accession of Sultan Selim the Third to Treaty of Jassy have been examined, and some information about general and diplomatic characteristics of record books has been given.In the first part including ?Evaluation?, the Book of Records of No 197 has been analyzed in terms of format and content. In analysis of the format, some information has been given about its physical state; and in analysis of content, the decisions have been arranged according to their content.The Ottoman Empire was at war with Russia and Austria in the years of 1790-1791, the period when this book was kept. So, it has been seen that the decisions in the book were mostly about soldier procurement and conscription. Besides, the book contains decisions on various subjects such as brigandage cases, desertions, protection of non-Muslim subjects of the Ottoman Empire, border limitations and appointments.In the second part including ?Abstracts of Decisions?, brief information has been given about 599 decisions in the book. The third part contains ?Transcription of the Text?. The references and an index have also been added to the end of the study.The book includes many decisions mirroring war conditions of the period. Also, it has been observed that the book involves significant data concerning domestic and foreign issues. In this respect, it is considered that this study will be useful in illuminating the conditions of Ottoman Empire from 1790 to 1791 and its attitude towards these conditions.
