ABSTRACT The year of 1970 and following years become Neo-Liberal Economic Currents that increased in those years either in practical or theorical ways in the economy of the world Those currents which have economic market sollutions in the foundation passing to free marketing economy and making the government smaller which are the targets of the current,are accepted in many countries.The duty and functions of the government in those countries are discussed and interventioner social comfort government that coused some problems and as a recation to them, limited government comprehension is aimed.Those developments explains the turn and the role of the government in the economic life. Even Turkey was effected from those developments and the desicions that were taken on the 24th January inl980 and explained the preference in this action. We make our analysis by paying attention to the consolidated budget disburses, the comprehension of the limited government accepted in Turkey and if a development has taken place or not absut this direction. If we start our analysis according to the relation of the disburses of the consolidated budget that is accepted as a measure of the government, we meet the result of the relation not being smaller.And we can also say that there is a general increase of the disburses of consolidated budget. About budget disburses in the economic and functional ways, it isnt possible to say that it occures much enough change in the demaned way of disburse kinds. A very important tendency in the consolidated budget period the budget is rapidly to go to be divided from the function of the special funds steadiness of going far away of the main function of develops of clear or obscured weight of transformation and all those be explained as having a tendency in the budget finance to be depted. In the political desicion period all those improvements can enlarge the economical advantage and press groups of sovereignty instead of folk the amount of composition of the folk spendings and the influence of these groups have further effect can be put forward. As a result in Turkey there is a confused system that prevents the change in the demanded way. The power of prenting of change of the special advantage groups is an important obstacle in front of the change.
