ANALYSIS OF TURKEY'S OVINE LIVESTOCK POLICY IN THE PERIOD 1990-2010

Livestock farming, one of the main occupations of Turkish society, always maintains its importance in the past and today. Ovine livestock farming, which is a sub-sector of the livestock sector, also has an important place in animal existence. The contribution of this animal existence to the country's economy depends on the policies implemented by Turkey towards ovine livestock farming. The aim of this thesis is to contribute to the enrichment of the literature on Turkey's ovine livestock policies using the disciplinary knowledge of public administration and public policy analysis. For this purpose, in the thesis, the ovine livestock policies adopted by Turkey between 1990 and 2010 are analyzed using the stages model, which is a public policy analysis method. Public policies are the decisions taken by political administrators for the solution of social problems and the welfare of society. Public policy analysis is the analysis of public policies shaped by the involvement of many actors. The stages model is a widely used model to analyzing public policies. In this model, public policies are analyzed in five stages. These stages are agenda setting, formulation, legitimation, implementation, and evaluation. The first section of the thesis includes detailed information about public policy and public policy analysis. In the second section, the livestock policies implemented in Turkey are examined by periods starting from the Ottoman State, and the development of ovine livestock breeding is examined. In the third section, ovine livestock policies carried out between 1990 and 2010 are analyzed by dividing them into five stages of the stages model.
