Abstract (EN)

Turks and Albanians met in precincts located in the western part of the Balkan peninsula where the Albanians were still living, around the end of the 14th century. The fact that most of the Albanian population converted to Islam after Ottoman rule was established on their area is one of the main reasons for their acceptance as a main constituent of the empire itself. During centuries of Ottoman rule, 28 grand viziers of Albanian origin had come to power. The idea of seperation from the Ottoman rule flourished and nourished during the era of second constitutionalism. This ideas come into existence after the Balkan wars and Albania declared its independence in 1912 . Although a treaty of friendship was signed between Turkey and Albania which is one of the first nations to recognize the newly formed republic, the confirmation of the treaty was delayed until 1925 and only in 1928 it was possible for it to be in full practice. Because Albania was conquered during the Second World War and communist rule of Enver Hoja came to power in 1945, no close relationship could be built with this country for a long time. But after the eastern block started to shift westwards and the communist countries started to open out in 1989, the relationship between Turkey and Albania got into a fast track of normalization. In 1991 the communist party won the first free elections to be held, but could not come into power because of the allegations of fraud and had to hold early elections due to financial chaos presenting itself. Opposition party which is the Democratic party won the elections held in 1992. Democratic party regime which lasted until 1996 got involved in many liberal enforcements but failed to restore the economy. The irregularities applied in the national elections and the stockbroker crisis, so called "pyramidal schemes", coming into the surface in the early months of the 1997 created a total atmosphere of chaos in Albania. Due to the breakdown of the constitutional system and emerge of insurgencies Multinational Force interfered to the country. After stability was ensured, elections of 1997 were held and normal democtratic process continued once more in Albania. In period of 1997-2017 through the many treaties signed, the historical environment of friendship was once more restored between Albania and Turkey, many diplomatic visits and humanitarian aids of Turkey consolidated and improved the relations between the two nations. During this period, in 2009 Albania, assisted by Turkey, joined the NATO. Albania, still a candidate for European Union Membership, continue to have very good diplomatic relations with Turkey.
