In this study, it is emphasized that the deterioration of state institutions and internal security as a result of the weakening of the central authority and the long-lasting wars in the 17th and 18th centuries, and the weakening of the state in military, political and economic fields as a result of these deteriorations, and the cost of this to the people. The fact that the appointed officials did not fulfill their duties due to the Ottoman Empire losing its authority both in the center and in the provinces, caused them to resort to ways such as injustice and corruption due to reasons such as the appointment of ungualified people the short duration of their civil service, the easy way of earning Money and getting rich in a short time. The reasons such as the people responsible for collecting taxes in the provinces, to make irregularities in the texes collected by the state, to collect more than the tax that should be collected, to impose taxes according to their own wishes, to the fach that the books sent to the sata were different and the books they had were different caused the local powers to become stronger and people such as notables and bandits began to exist in the Ottoman lands started.These people resorted to the same corruption and irregularities. These local powers and state officials were even making agreements among themselves. What happened was again the innocent reayaya. Injustice occurred in every institution and it became unavoidable.
