IOC was established by Pierre De Coubertin in 23 june1894. It has been informed in this thesis about the aim of the IOC and modern Olympic games from 1896 to 2004.It has appeared that the aim of the Olympic games which will be done the around of the amateurism changed and is done in order to reap a profit and change the face of the host city in taken decision. This thesis investigates the working of Istanbul in order to be host in 2000and between 2012 years. The candidature of Istanbul has two main aims. The first is to win Istanbul which is one of the most beautiful city in the world again and the second is to create modern sport area for youthful. Source (ERDEM,1997). Therefore, Istanbul has stood for Olympic games between 2000 and 2012.Istanbul indulged the host for Olympic games to Sydney with sigle round election in 2000 and couldn?t arise final with two round election in 2004.It could arise final in 2008 and was seen in the high level for Olympic games by the committee but it eliminated in second round and indulged it to Bejing.It hasn?t still completed the deficiencies in 2012 and couldn?t arise final like 2004.IOC splits hairs in order to determine the candidature cities. It separated general criterion to inferior criterion and gave the percentage and made an objective election. There are the working of Istanbul according to the criteria?s between 2000 and 2012 and the stage of the points which are given by IOC and the comparisons of the cities which was hosted in past and will be host in the future in this thesis. The IOC reports were provided between 2000 and 2012 and translated and essential information were reached. The aim is to define the lack of Istanbul and offer the solution suggestions.
