Abstract (EN)

Policy analysis is a realm of involving examine which policies governments follow and why they follow these policies and the results of these policies. Practicing educational policies first requires convincing shareholders, then satisfying their legacy and following the process. Administrative and inspectorate mechanisms should function through all these processes. Examining the educational policies enlighten the evidence basement that can be used for enhancing the educational quality. As a scientific discipline, policy analysis subject to scientific methodology. One of the methods of analysing policies is the examining of their legal arrangements that ensuring the practice. Private Education is a sub-area of educational administration. Examining the role of private Education and political tendencies in it take an interest in educational administration because of using sources effectively and productively. To be able to master and manage educational policies on private Education, educational administration first describes what policies follow and examine if particular tendencies exist across these political documents. This study aimed at finding out the political tendencies in private Education in Turkey in a particular term of 2000-2015. In line with this aim, we examined the two classified documents namely legal directorate documents such as national development plans, educational strategic plans and operator legal documents such as law and legal regulations. This study examined 15 documents in the scope of the 2000-2015 term in which educators witnessed many educational reform movements including private Education. Along with the systematic analysis, the contents of these documents were analysed comparatively in regarding the main administrative procedures and five-year time series. At the end of the study, we found out the following tendencies in private Education in Turkey between 2000 and 2015: 1. The scope of private Education tend to enlarge including vocational Education. 2. Public sources are tend to be used for prevailing of private Education. 3. Initiatives are supported through localising and easing the opening procedures. 4. Institutional inspection is tend to be weaken in private educational institutions. We developed suggestions based on discussing the results of the study in considering both research and practice.
