After 2000 analysis of public debt management and public debt in Turkey

Turkey, with government debt stocks which are inherited from the 1980s, passed to 2000s by experiencing November 2000 and February 2001 crises. Turkey came up against the obligation of making corporate and legal regulations for both being the reason of the crises and the purpose of managing resolve of the crisis in the best way. Managing government debts have also aimed to actualize increasing government expenditures finance in an optimal way. In this context, whether the legal regulations in debt management practices and changes in the institutional structure coincide with debt management purposes, in other words, the importance of evaluating debt management practices has emerged since 2002. Legal and institutional changes in public debt management are examined and explained under the headings of public debt management objectives, principles and risk management. In the second and last part, the components of the public debt stock such as maturity, interest, debt service and foreign currency were analyzed and evaluated in a way to cover the 2000-2021 period. It has been made different inferences about Turkey's public debt by analyzing debt data for 21 years in terms of current debt management. It can be said that there have been positive developments in debt management since 2002. It has been observed that the developments that were preserved until 2017 began to deteriorate from this year.
