This study examines the significance and effects of human capital investments within the scope of development plans implemented in Turkey after 2000. While delving into fundamental concepts such as the definition, characteristics, effectiveness, and relationship with economic growth of human capital, the study also highlights the role of human capital in the development process. In this context, it emphasizes the crucial role of factors such as education, healthcare, technology utilization, and democratization in enhancing human capital. By meticulously analyzing Turkey's post-2000 indicators in education, healthcare, and the Human Development Index (HDI), the research evaluates the current state of the country's human capital and its potential for future development. The findings discuss Turkey's progress in human capital development and strategic improvements in this area, shedding light on the future directions of development policies.
