Abstract (EN)

The history of the concept of democracy dates back to ancient Greece. There are many models, but there is no consensus on its definition. According to the information obtained, the first example of democracy is the administration of Athens, one of the ancient Greek police, with direct democracy. The democracy practiced here for nearly two centuries was erased from the scene of history for a long time after the Macedonian domination. Democracy was reintroduced as a representative democracy in the 19th century after disappearing in ideology and practice in the 17th century for more than two thousand years. Different models have been proposed to eliminate the flaws of the re-emerging democracy. With the development of modern capitalism, the liberal democratic model based on representation in the decision-making process has been generally accepted. However, since the end of the 20th century, liberal democracy has been criticized for its representation process, legitimacy and difficulty in administration. This study focuses partly on the current situation of democracy in terms of political change and development, cyclical conditions and social needs in the historical process. The main focus of this study is to address the problems and shortcomings faced by liberal democracy in the 21st century. Two country cases as U.S government that its foreign policy based on democracy and France that its revolution in 1789 brought about democracy into world examined in the crisis framework. At the end it has been argued that radical democracy would be solution to all crisis.
