The tradition of recording the decisions taken in the Imperial Divan as the highest organ of the Ottoman central administration mechanism has become more important with the growth of the state and the expansion of the borders. The increase in the workload of the Office of the Imperial Divan caused a specialization in the central bureaucratic structure. In this process, one of the items that gain more and more importance within the Office of the Imperial Divan is the ruûs (appointment) section. The registers kept by this item contain records of the appointment and depositing of central and provincial officials. With the rich information which they contain, these registers are very important in terms of understanding of personnel policy of the Ottoman Empire in central and provincial institutions. The subject of this study is based on the transcription and evaluation of the book numbered 271 recorded in the Ottoman Archive Kamil Kepeci Catalog Ruûs Notebooks Classification (KK.d). The reviewed registers coincides with the time of Sultan Mehmed IV and contains the registration records for various duties between Hijri 12 Şevvâl 1069-Evâil Safer 1071 (3 July 1659 - 10 October 1660). The study consists of introduction and four chapters. In the first chapter, traces of the bureaucratic structure that reveals the ruûs registers were searched. In the second chapter, the physical and diplomatic features of the registers are evaluated. In the third chapter, the ruûs registers numbered 271 was examined in terms of its content. The tasks that are the subject of appointments and preferences, the reasons for their appointments and preferences, and their consequences are emphasized. As the fourth part, the transcription of ruûs registers numbered 271 is given.
