Abstract (EN)

One of the basic elements that sustain a state is the legal system. Law; it is the set of rules that ensure the peaceful living, coexistence and prosperity of the people. Law is of great importance in the Ottoman Empire as in every state. The Ottoman State, which attached great importance to the formation of the legal system, tried to ensure order with the laws it set. In case of unlawful behavior, various sanctions were imposed on those responsible. All decisions taken in the Court or in the Qadi courts were recorded. The books and documents containing the records are divided into classifications according to the subject they contain. Among these classifications are the Kalˊabend notebooks, which contain the criminal law decisions of the Ottoman State. Kal'abend, which is combined by the combination of the Arabic words kal'a and Persian bend, means one who is attached to the castle. The term is that a criminal person is put in a castle and allowed to roam freely. The Kal'abend notebooks consist of information about the crimes committed in the Ottoman Empire and the punishments given to the criminals. The Kal'abend book No. 30 contains the events that occurred in the Hijri Rajab 1219 and Rajab 1224 (October 1804 A.D. and September 1809) dates. The notebook contains information about social events, crimes committed, punishments given, the duration of punishments, forgiveness of criminals and the status of criminals over time. At the same time, important information about the state-people relationship, social cultural situation, local administrators and the situation of the people can be accessed in the book within the given date December. The provisions in Kal'abend Book No. 30 generally include events that took place in Anatolia and Rumelia. The book consists of 293 pages and contains 1013 Provisions. The provisions contained in the book recorded in writing by the Court are recorded in historical succession.
