Development and reporting of the control process of article 18 of the zoning law numbered 3194 in an integrated manner with CBS

In our country, Land Readjustment (LR) is implemented in accordance with the principles specified in Article 18 of the Zoning Law No. 3194. Under the current conditions, the control process of Article 18 of the Zoning Law No. 3194 cannot be carried out effectively. CAD-based systems are insufficient in the control process and the application does not have a clear control process plays an effective role. With this thesis study, it is aimed to identify all the situations that are examined by the court before the reasons that will require the cancellation of the application before the court, during the application and before the court, and to minimize the distortions that will occur in the LR application. With this study, a workflow will be created while performing the control of LR applications, what should be checked in which order will be discussed, both Geographical Information Systems (GIS) will be integrated into this process and methods will be developed from here by using GIS effectively and it is aimed to report them on a parcel basis at the end of the control process.
