The Turkish cadastre is traditionally juridical and two-dimensional. With the activities that have been ongoing for the last century, the two-dimensional cadastre has been completed. The activities to update the current cadastre technical archive are about to be completed. At this point, approximately 59 million parcels have been registered as two-dimensional. However, parallel to the developments in the world, thanks to the developing technology and developments in measurement systems, three-dimensional cadastre activities have come to the agenda in Turkey. The General Directorate of Land Registry and Cadastre has kept up with this change with the project it has initiated. In this thesis study, the demarcation of independent sections in a sample building under 3D cadastre in terms of property rights was made. In addition, a study was carried out to obtain the three-dimensional coordinates of the sample building in ITRF96 datum. For this study, the architectural project was first coordinated in the local system created and these local coordinates were subjected to three-dimensional Helmert transformation. In the second stage, point cloud data was obtained by laser scanning with the indoor mapping method. In the last stage, both methods were compared and the mean square error was calculated and the results were discussed.
