Every actual disciplinary offense of civil servant and public official occurs and some deed of civil servants and public servants may be a crime in the Turkish Criminal Law. It's not always possible to initiate direct inquirement into these persons because in our law there is a special investigation procedure. In the first part, the concept of civil servants and public servants in general, the reasons for being subject to special investigation and permission systems are examined. In the second part, the purpose of the law, scope, notification to the competent authority, the preliminary examination to be made, the powers of the preliminary examiner, the decision of permission and the objection institution are examined in the light of the doctrine and court decisions.
