The Ottoman Empire, which was founded at the beginning of the 19th century and played an important role in world politics for many years, had relations with the surrounding khanates, principalities, states and empires as a natural flow of life at every stage of its life. The wide geography in which he lived and his activities there made these relations necessary. The subject of these relations established in many political, social, economic and religious areas is basically war, peace, border, tax, etc. There were issues like this. Like many states, the Ottoman Empire formed its foreign policy according to the conditions it was in. These diplomatic relations of the Ottoman Empire, which lasted for centuries, were recorded through the institutions it contained. These records were classified and recorded in various notebooks. These notebooks; Name-i Hümâyûn Books, Foreign Powers Books, Embassies and Border Demarcation Reports. The source that is the subject of our study is Nâme-i Hümâyûn Notebook number 5, which is among the Nâme-i Hümâyûn notebooks. The aim of this study is to translate all the letters of many rulers written on various subjects between 225 and 448 pages of the Nâme-i Hümâyûn Notebook No. 5 and dated Hijri 1099-1114 / Gregorian 1687-1702 into Latin letters and to evaluate the letters.
