Abstract (EN)

Since ıts establishment, the Republic of Turkey has created and implemented various laws on the legal status, jurisdiction and importance of cities as an institution. Especially in the 1950s and after, the increasing population and urbanization rate necessitated more careful an planned arrangements on the cities. The first Metropolitan law was adopted in 1984 and the borders and jurisdictions of the cities were determined. Until today, subjects such as budget, jurisdiction and borders in metropolitan laws have been emphasized and finally, Law 6360, which is the subject of the research, was adopted in 2014. Within the scope of the law, villages, special provincial administrations and town municipalities that had their own legal personality were included in the metropolitan municipalities. The main subject of the research is to measure the satisfaction of the people and whether the services are carried out effectively and efficiently in the town municipalities whose legal personality has been terminated and joined to the metropolitan body. With the survey to be conducted in the research, the service quality, efficiency and productivity will be compared before and after the law, and a conclusion will be drawn about the necessity and functionality of the law.
