Evalati̇on of public servi̇ces provided in neighborhood after abolishment of vi̇llage public legal personality wi̇ht the adopti̇on of the law 6360: Case of Tekirdağ

The process of innovation in the public administration approach has also changed the existing management structure of the metropolitan municipalities. The Kanun Law on the Establishment of Metropolitan Municipality and Twenty-Seven Towns in Fourteen Provinces and Amendments to Some Laws and Decree-Laws ılan enacted in 2012 can be cited as the most important and comprehensive law. With this law, village legal entities in the metropolitan cities were abolished and converted into neighborhood administrative management. In this study, the new situation arising as a result of the changes is examined and the effect of these changes on service delivery is emphasized. In the first part of the study, general information about the organizational structure of Turkish Public Administration is given. In the second part, the historical process of metropolitan municipalities and the duties and responsibilities of village and neighborhood administrations are discussed. In the last section, the third section, firstly, the changes in the framework of Law No. 6360 are examined. Then, general information about Tekirdağ which is the main theme of the study is given. A survey was conducted with the former headmen of village which gained neighborhood status in Tekirdağ and the results of the survey were analyzed by SPSS 20 and than evaluated by applying Anova and T test. In this study, what kind of innovations brought to the villages of Tekirdağ by transforming the Law No. 6360 was examined. In addition, the services provided to the neighborhoods were compared with the period when the village had legal personality and the period after the transition to the neighborhood management. Thus, it was tried to investigate which services were provided in the provision of services and the solution of problems after the transition to the neighborhood administration with the period when the village had legal personality. The study was supported by field research and in this context, a survey was conducted with 55 neighborhood headmen from heterogeneous districts of Süleymanpaşa, Marmaraereğlisi, Çorlu and Şarköy districts of Tekirdağ.
