Abstract (EN)
The scope and purpose of this study is to examine the disciplinary crimes and penalties determined in the Civil Servants Law No. 657 within the framework of the basic principles governing disciplinary law. In this regard, first of all, the definitions of disciplinary crimes and penalties were made, their types were explained, the principles that dominate disciplinary law were emphasized, the effects of basic principles on disciplinary crimes and penalties were explained, their relationship with Criminal Law was discussed, the articles in the Constitution, Laws and Regulations were cited, the current first principles were explained. It has been tried to be explained by showing examples within the framework of first instance court decisions, Regional Administrative Court Decisions, Council of State and Constitutional Court Decisions. Today, it is essential that there is a certain order and discipline in the public sphere, as in all areas. Ensuring order and discipline in the public space requires complying with a number of rules and rules determined in the public space. In order for public services to be carried out regularly, people working in the public sphere must comply with a number of rules both in their operations and in their relations with citizens. These rules ensure the healthy functioning of the public space. If the rules are not followed, a disciplinary offense occurs, and sanctions are imposed on those who commit this crime and disrupt the functioning of the public space. These disciplinary offenses are listed in the law and the penalties to be applied for each of them are determined.
