Abstract (EN)
The Ottoman Empire had a centralized administrative system. The center of the state was the Topkapı Palace in Istanbul. The sultan governed the state from this palace and conducted meetings there. In the Ottoman Empire, the place where military, political, judicial, and social matters were discussed, public complaints were heard, and decrees were issued was the Divan-ı Hümâyûn within the palace. The registers in which the decisions made by the Divan-ı Hümâyûn were recorded and categorized by provinces were called Ahkâm Registers. These registers are a continuation in content of the earlier Complaint Registers. A total of 186 Anatolian Ahkâm Registers are preserved in the Ottoman Archives. The 93rd Anatolian Ahkâm Register is the subject of my study. The 93rd Anatolian Ahkâm Register is a rich source of information regarding judicial, administrative, social, and economic matters, as well as public complaints in Anatolia, during a five-year period between H.1201–1202 / A.D. 1787–1792, which covers the final years of Sultan Abdulhamid I and the early years of Sultan Selim III. The decrees in this register, which were sent to kadıs (judges), naibs (deputies), and voyvodas (governors), mostly concern disputes over property and ownership. In this thesis, the transcription and evaluation of the 93rd Anatolian Ahkâm Register have been carried out. First, general information about the Ahkâm Registers and the Anatolian Ahkâm Registers is provided. Then, the formal and content-related characteristics of the 93rd register, the evaluation of the transcribed decrees, summaries of the decrees, and the transcription of the decrees using the modern Latin alphabet are presented.
