Abstract (EN)

In this study, Turkey?s border management and the integrated border management that EuropeanUnion realizes with its member nations is analysed. In addition to this, an analysis is made inlight of studies of process of Turkey?s integrated border management. At last; it is aimed toanswer questions about the stage of Turkey?s integrated border management and how a DraftProposal of Directorate of Border Protection Organization is in conformity with OrganisationConstruction that European Union framed.While assessing these questions, in addition to review of the literature, border models of fivedifferent member nations were analysed as examples. There are two major reasons to prefer casestudy method with regard to data gathering. One of them is to observe how the bordermanagement organizations differentiate according to border structure and threat perceptions ofeach country. The second one is to observe the adjustable border managements for Turkey,which have green and blue borders.There is a multiplicity of authorities in which several corporations have missions andoverlapping jurisdictions for the border managements in Turkey. This situation causes manyproblems as it is contrary to integrated border management. In the border management ofTurkey, Police Department of Ministry of Interior is in charge of entrance and exit in bordergates, Ministry of Custom and Commerce is in charge of auditing the input-output ofcommodity, Turkish Land Force Command and Gendarmerie General Command are bothresponsible for land between border gates and for coastal areas, Coast Guard Command isresponsible. On border gates, Civil Control Authority, which is bound to governership, is incharge.With integrated management of borders In European Union, it is aimed to have transparentborders for legal crossing and commerce, and secure borders against illegal ones.For the membership of EU of Turkey, integrated border management is the opening criteria of24th chapter. As all member countries, Turkey is also ought to accept the SchengenCommunitarian and its regulations. During membership negotiations, effort on bordermanagement for the chapter of Justice, Freedom and Security is being pursued on the part ofEU.
