Abstract (EN)

The rapidly developing technology world requires public institutions to develop important strategies to protect the advantages of sustainable information solutions. The continuous increase of technological solutions, the awareness of citizens over time and the demands for quality services make it imperative for institutions to realize their future-oriented strategies in a citizen-oriented manner. For this reason, information-based solutions of institutions are evaluated by various indices in order to measure their effectiveness and quality objectively. Institutions that attach importance to citizen satisfaction use indices that are used internationally as well as indices that are used nationwide in order to increase service standards and the value of the services provided. In this study, information about the main indices used in the evaluation of open data applications in our country and in the world was provided and the theoretical infrastructure of the study was created. In accordance with these theoretical information created, an evaluation study was conducted on the open data platforms of Bursa Metropolitan Municipality and Balikesir Metropolitan Municipality and the effectiveness of the indices in measuring the levels of open data platforms was evaluated. Based on the data obtained as a result of the evaluations, the evaluation criteria, methodology, strengths and weaknesses of each index, advantages and disadvantages relative to each other have been included and suggestions for their development have been presented.
