Abstract (EN)

In this study, public diplomacy entering the literature in recent years in Turkey and sub-headings as the diaspora diplomacy, realizing the historical and theoretical analysis, reflections and effects, especially in the Justice and Development Party Period in Turkish foreign policy is made for consideration. During this period, in Turkey, the Public Diplomacy Coordination of the public diplomacy tool, the Overseas Turks and Relative Communities launching of the Presidency of the diaspora diplomacy tool found in other states showed that created the equivalent of modern diplomacy institutions. In addition, as a result of so-called Turkish diaspora Turks living abroad, Turkey has been mentioned that the differentiation of the perception that the word diaspora. As a result of the study, it has been revealed that the strategic tools used in Turkish Foreign Policy during the Justice and Development Party Period have changed in parallel with the development of contemporary communication tools and their effects in international relations.
