Social policy practices in the Adalet Party period (1965-1971)

While social policy issues were handled through associations, foundations and other organizations until the last period of the Ottoman Empire, social policies began to be made with laws and continued to be implemented in the Republican period with the period of Abdülhamit II. With the transition to multi-party life, social policy has become an important area of discussion and struggle in politics. At this point, the ideological approach of the parties towards social policy and the examination of the success of the social policies adopted in line with this ideology are an important element of the social policy literature. This research aimed to examine the social policies implemented by the AP, a centre-right party, between 1965 and 1971, when it was in power alone. For this purpose, a literature review was conducted in the research. For literature review, newspapers, parliamentary minutes, election manifestos, government plans, theses and articles were examined. According to the results of the research, the EP has taken certain steps as a social policy for people in need of agriculture, working life, health, housing, education, wages and assistance. Regarding working life, FP has made limited progress. It has been criticized that services that cannot be provided with inequality in health cannot be provided from a single source. There has been a numerical increase in education, but not a qualified increase. Investments to be made in housing have been limited in practice. The rate of increase in net wages related to wages was not the same as the gross wage. When comparing the small producer with the big bourgeoisie in agriculture, most of the opportunities are given to the big bourgeoisie. With these shortcomings and advantages, it is difficult to evaluate the FP in social policy. Because the basis of the policies was determined at the beginning of the planned economy process and it was removed from power with the 1971 memorandum while in power, it becomes difficult to evaluate.
