Abstract (EN)
Since the existence of humanity, the issue of security has taken its place among the basic needs. Today, the units responsible for ensuring safety and security are general law enforcement forces. General law enforcement forces are determined as the General Directorate of Security, General Command of Gendarmerie and Coast Guard Command. Law enforcement forces, which have a dual structure in terms of duty, are units that have both civil and judicial responsibilities. According to the nature of the task they perform in fulfilling their responsibilities; They work under the orders of judicial authorities in judicial duties, and under the orders of civil authorities in civil duties. Although it has been generally determined how law enforcement units, which constantly receive instructions from judicial and civil authorities during the execution of their duties, will receive and carry out these instructions, there is no regulation to solve the problems that may arise when considering the problems that may occur in the process of putting verbal instructions into writing. It is considered that this study is important in terms of revealing the problems that may be experienced, developing solutions to these problems on the basis of developing information technology, examining the legal aspects of these solution suggestions and making proposals that will eliminate legal drawbacks.
