The role of non-governmental organizations in disaster and humanitarian aid management

With the study on the role of non-governmental organizations in disaster and humanitarian aid management, NGOs that play unique roles in disaster and humanitarian aid processes were examined, and the appearance of NGOs and volunteering principle in Turkey was analysed. Although it is a new dimension in terms of definition and concept, the spirit of NGOs has existed in Turkey for centuries, however, disaster specific institutionalization has not been fully established, the structuring of NGOs in Turkey that they can directly contribute to the completion of process, the problems and the strong sides were addressed within this framework. For a better explanation of the subject, the area covered by prominent NGOs in disaster and humanitarian aid management in Turkey, the responsibilities the undertake, the disasters that have constituted a turning point in the development of NGOs and the appearance of the public institutions in this process have been analysed in depth. The accumulation and experiences of countries such as Japan, the United States and Germany, which lead the disaster management area in the world, as well as the structuring of NGOs in these countries, have been extensively evaluated. With this study, the issues related to the perception of NGOs and the approach of volunteering in Turkey, where NGOs have an extremely important role in disaster and humanitarian aid management, the lack of regulations regarding the integration of NGOs into the disaster processes and the importance of establishing NGO-public cooperation were emphasized. In addition, since NGOs in Turkey have not been fully included in disaster and humanitarian aid process, that there is a lack of cooperation and coordination between NGOs and public institutions, and NGO accreditation in disaster management has not been carried out in a healthy way, it was emphasized what needs to be done by all segments of the society in order to have a structure that embraces and adopts NGOs.
