Abstract (EN)
Because of the natural disasters that occur in recent times death and loss of possessions are increased. Even though the countries prepare themselves properly, because of the negative effects of disasters, precautions are not enough. Although this kind of precautions are for protecting people from the negative effects of natural disasters, the negative effects are occurred by the loss of coordination between people. Moreover while giving this kind of strategical decision about this coordination system there should be only one department. However because of the related laws the coordination and work flow could not work properly. For example in Turkey when an earthquake was occurred, the disaster management coordination system got together under the control of governorship. So that a military helicopter if needed can be lift up to other competent person they are consulted. Therefore the more loss of time, the more loss of price of time. Does a disaster management system which all necessary knowledge were found for minimizing the time lost which become comprised more after than every natural disaster is intended at the article. Because of making these aims real at the article, a disaster management system is done which is worked for displaying the sources, transmitting the necessary information to the sub systems by using related internet protocols and displaying the necessary information which are taken from the sub system by using same internet protocols in geographical information system. This system has been developed with Google Map Api. PHP and MySQL were approved for using as the platform for developing but they were not thinking they are necessary for the platform. Moreover because of being observed that the programming languages like AJAX and JavaScripts are very important for developing, these programming languages were used in the system. Besides, GPRS was used for following vehicles, obtaining vehicle?s information and information transferring to the vehicles; XML-RPC was used for transferring information to the related sub systems. The important reason of using XML-RPC at this article is that the other information systems are not able to change for XML-RPC. It must be thought that the sub systems which can be aid to XML-RPC by developing programming codes. However because of minimizing the security holes during the usage of XML-RPC, it must be protected to using the secure internet protocols. In addition to all, instead of dispatching the related teams to the related locations, putting camera systems to the specific location will be better for taking any visual information. Finally a decision maker can provide the information transfer about deciding any problem for local or global with this disaster management system. The other final point is having a single system which controls the information transfer and solves the problem about this coordination system. Besides because of being good designed information transfer network, all necessary information can be transferred fast and right. More to the point is not thinking this system just as disaster management system. This system can solve the problem about the delaying of ambulance, not finding any location, not using the source of hospital. Because of using XML-RPC in disaster management system, the infrastructure can be accelerated. This kind disaster management systems which is made developed, reduce the related cost counting which become necessary for the management system.
