General elections in the period of Justice and Development Party in Turkey

Abstract (EN)

A rare example of a party system in the world, the ruling party system, has entered into forcement in Turkey due to obtain a majority of the parliamentary to be the government alone for the fourth time by Justice and Development Party. In terms of the Opposition, this change means that their chances for the ruling party have diminished considerably unless they have united themselves and have been able to produce alternative policies. On November 3, 2002, Justice and Development Party have come to power alone with 34% of the votes in the first general election led by Recep Tayyip Erdoğan. In the elections in which the 19% threshold was imposed, the Republican People's Party (CHP) became the other party that succeeded to get in parliamentary deputies after Justice and Development Party. Justice and Development Party won two-thirds of the total number of deputies to enter the parliament, and has one of the most successful portraits on parliamentary history. In the elections held in July 2007, Justice and Development Party has maintained its power as a sole power with a rate of 46%. On the expiry of the tenure of President Ahmet Necdet Sezer, early elections were held for the appointment of the 11th President. Republican People's Party and the Nationalist Action Party (MHP) were second and third parties with rates of 20% and 14% respectively, after Justice and Development Party. General Elections in the 24th of June 2011 were held on this date due to of the reduction of it to 4 years from 5 years by amendment of the constitution in referendum held in 2007. This election is also the period when the age of being a deputy candidate's age is reduced to 25. As a result of the election, Justice and Development Party, Republican People's Party, and the Nationalist Action Party got vote rates of 49%, 25%, and 13%, respectively. While Justice and Development Party increased its voting rate by 3%, it has been seen that Republican People's Party increased their voting rate by 5%. Considering the number of deputies, it can be said that Justice and Development Party and Nationalist Action Party have declined. Another feature of this election is that it is the first election that has not been held since 34 years. In June 7, 2015 elections, Justice and Development Party led by Ahmet Davutoğlu instead of President Recep Tayyip Erdoğan. As a result of the election, Justice and Development Party, which has been the sole ruler since 2002, has received 40% but lost its ability to provide enough deputies. Republican People's Party by 25% and MHP by 16% were behind Justice and Development Party Party. For the first time in the elections, People's Democratic Party (HDP) had the right to hold 80 deputies in the parliament with a 13% voting rate. As a result of Justice and Development Party's bilateral talks with the other parties to establish the government after the election, it was decided to apply for an early election on 1 November 2015 due to the failure to make a positive decision. In the elections of November 1, 2015, Justice and Development Party became the ruling party again with the right to possession of 315 members of parliament with 49.6% of the vote. Republican People's Party had 25%, MHP 11%, HDP 10% of votes. The most obvious issues in this election are that Nationalist Action Party's votes have shifted to Justice and Development Party and all parties have had to make preparations only for three months from the previous election. When the results of the elections between the years 2002-2015 are taken into consideration generally, Justice and Development Party has drawn much more successful portrait than other political parties due to promises, prepared banners and performances. In other words, the results of elections seem to support the hypothesis of the study.
