Abstract (EN)
After the Treaty of Berlin in 1878, the Ottoman Empire whose alliance with the Great British Empire was started to base on distrust since the Treaty of Baltalimanı was in search of a new treaty of alliance to be able to protect its existence. In this respect, the empire turned its face to the German Empire who played a mediator role during the process of the Treaty of Berlin. Besides the German Empire was taken over a mediator role in this treaty, it was also an empire in a strong state position that challenges to the Great British Empire who was the dominant and hegemonic power of this time. In the framework of the competition of these two forces, the Ottoman Empire who managed to survive by benefitting from the competition of the Tsardom of Russia and the Great Britain before, tried to become an actor this time, instead of benefitting from the competition of these two forces, and left its internal stability problems aside. The Ottoman Empire who could not achieve an economic development in the hegemonic stability of the Great British Empire, became a victim of the diplomatic fantasies of the German Empire in time. While this step that taken regardless of timing and balances which are qualified as the balance of power and balance of threat became the end of the Ottoman Empire, it also left chronic problems to the Republic of Turkey as the empire's sequent.
