Abstract (EN)
This study compares the welfare state systems of Germany and the United States (USA), analyzing their respective approaches to social policy. Germany, shaped by a social market economy model, is characterized by institutionalized social policies and a comprehensive social security system, whereas the USA adopts a market-oriented and private sector-driven structure, emphasizing individual responsibility. Germany's model excels in promoting social justice through unemployment benefits, universal healthcare services, and pension systems, yet faces structural challenges such as an aging population and the integration of migrants. In contrast, the USA benefits from innovation and economic flexibility but struggles with income inequality, limited access to social services, and high healthcare costs. Both countries are experiencing pressures on their welfare systems from global challenges such as digitalization, automation, and climate change. Germany demonstrated resilience during crises like the pandemic, maintaining accessible healthcare services, while the USA encountered issues due to its complex federal and state governance but leveraged its market-driven solutions for rapid response. The study highlights the need for more inclusive social policies to ensure the sustainability of welfare systems and focuses on lessons drawn from the strengths and weaknesses of both models. The examples of Germany and the USA illustrate how different welfare state models address societal issues uniquely and underscore the importance of developing systems resilient to global crises.
