Analysis of Germany's European Union policy in the scope of environmental security

It is known that many studies have been made on the concept of security in the historical process. It is observed that the concept of security has been transformed by "expanding" and "deepening" from the past to the present and environmental issues are included in the content of security issues. Theoretical studies on environmental safety gained acceleration in 1970s. Environmental security is currently being discussed as an up to date issue with a increasing number of studies. Ecology is considered as a whole in Environmental Security policies and it is being fought against the expanding threats on a global scale. This study examines the environmental security policies of the Federal Republic of Germany and place of these policies in the scope of the EU. The formation, development,content and basic orientations of security policies in the national policies of Germany are analyzed and the compatibility of these policies with the EU environmental security policies and the role of Germany in this direction are examined. In the study, the environmental security of Germany is dealt with in the light of theoretical approaches. Germany's environmental security policies are handled in a holistic framework within the context of the political, economic and military elements of the state, in line with traditional and critical theories. Green Theory and Copenhagen School are used as guiding approaches in the study. Looking at the results of the study, it is observed that increasing environmental problems in parallel with globalization poses an existential threat to ecology. The transboundary feature of environmental security problems requires a multi-actor structure under common responsibility in the fight against these problems. Germany's environmental legislation, which has emerged as an experienced country in environmental security policies since early times, has become an obligation and duty within the scope of the state organs in the constitutional framework. Based on a steady legal basis, Germany's environmental policies have developed in a comprehensive, efficient and sustainable framework, paving the way for various collaborations. It is observed that Germany's environmental security policies are formed in parallel with the conditions of the period in which it was put forward. Because it is observed that Germany's current policies, which were far from an ecology-based approach in the past, were formed in interaction with states and actors such as the EU.It is seen that Germany, which acts in a integrative approach in ensuring environmental security, exports its policies, which are shaped in line with military, political and economic policies, to other member states within the EU. In this direction, it is concluded that Germany aims to take part in the system as a regional leader with its environmental security policies.
