Budget right according to the Constitutional Court decisions

The aim of the research is to examine the Constitutional Court Decisions and to determine the rules regarding the budget right and to determine how it evaluates or will evaluate budget laws and other norms according to the rules. Although our own ideas were certainly included while carrying out this study, not reaching a conclusion that cannot be drawn from the decisions constitutes the limits of our study. While carrying out the study, all decisions of the Constitutional Court regarding the Central Government Budgets and other norms related to the budget right will be examined. In one part of the study, whether there was a limitation or change in the use of the budget right after the Constitutional amendment dated 16.4.2017, which could not be examined much in the literature, was investigated. This review will be carried out by examining the inspections carried out by the Constitutional Court over the Presidential Decrees. As a result, the focus of the study will be to reach the rules set by the Constitutional Court regarding the budget right before and after the Constitutional amendment.
