Abstract (EN)
European Union (EU) Common Agricultural Policy (CAP) experienced importantreform processes after 1992. In this reform process, Integrated Administration and ControlSystem (IACS) for data management and Land Parcel Identification System (LPIS) forspatial data management were developed. Basic aim of LPISs is to classify agriculturalland and manage land use rights, and they were developed largely independent from LandAdministration Systems (LAS). Developments in the area of agricultural policy in Turkeygo in parallel with the EU. National Registry of Farmers (NRF) system which is used forthis aim in Turkey is basically based on land registry data. Instead of further developmentof NRF by also integrating cadastre data, in Turkey, it is planned to establish anIACS/LPIS independent from AİS, either. These developments experienced in the EU andalso Turkey is of critical importance in view of ever changing needs as a result of changingpolicies, developing LAS towards widespread multipurpose use, contribution to thedevelopment of national Spatial Data Infrastructures (SDI), and thus, in the long term,prevention of data redundancy and wasting resources.In this study, in accordance with these needs, as a component of LAS, a data modelwhich also has the basic characteristics to support agricultural policy implementation wasdeveloped. In the process of model development, in order to contribute to eliminating thedisadvantages of current LASs, firstly, ISO 19152 Land Administration Domain Modelwhich is an international standardization effort in the area of LAS was examined and used.For the next step, land use/cover classification which become a need in agriculture, landuse rights, topographic features, farmer information, farmer declarations, control andpayment processes and issues related to multipurpose use were considered, and a modeldesign integrated with LADM with the name of LADM ? Agriculture was carried out.Advantages and disadvantages of the model in view of agricultural policy implementationand multipurpose use of the model were discussed, and its implementation phases wereevaluated in accordance with previsions.
