Abstract (EN)

In this thesis study, the feasibility, application, design, and construction processes of land-based unlicensed solar power plants (SPPs) are examined with a holistic approach in terms of technical, administrative, and regulatory aspects. Due to the increasing global energy demand, environmental problems caused by fossil fuels, and targets for reducing carbon emissions, renewable energy sources have gained increasing importance worldwide, with solar energy standing out because of its ease of installation, scalability, and decreasing investment costs. Despite Türkiye's high solar irradiation potential, land-based unlicensed SPP projects involve more complex investment processes, particularly due to land selection, agricultural land restrictions, environmental impact assessment procedures, and grid connection capacity constraints. Within the scope of the study, the legal framework for unlicensed electricity generation in Türkiye is first examined, followed by a technical feasibility study conducted for a selected land area, where an energy production simulation is performed. In addition to the technical feasibility analysis, financial analyses are carried out to calculate the payback period of the investment and to evaluate its economic viability. Furthermore, the design, installation, testing, and commissioning stages are examined, and regulatory uncertainties and grid capacity limitations encountered during the implementation process are analyzed. The findings demonstrate that a comprehensive and detailed feasibility study plays a decisive role in the success of land-based unlicensed SPP projects, and the study provides a guiding reference for investors and project developers.
