Assignment of portable field living containers for refugees with multi-objective modeling within the scope of site selection of military main distribution centers and humanitarian aid logistics: A case study in the Southeast of Turkey

Military logistics; by providing sufficient and uninterrupted personnel, service and convenience opportunities at the desired place and time; procurement, supply, storage, transportation, distribution, maintenance, repair, training, evacuation and decommissioning of all kinds of weapons, tools, equipment and materials for the establishment, maintenance and development of military capability in peace and on campaign, as well as construction, real estate, health. It is all the work that includes and operating activities. The basic functional areas of military logistics, which is the science of ensuring the movement of military units and the continuation of operations; planning, supply, maintenance, transportation, medical evacuation and treatment, field services and logistics decision support systems. The subject of the thesis is related to supply and field services, which are the basic functional areas of military logistics. Supply; field services include the activities of identifying needs, supplying, storing and maintaining them while in storage, distributing them and removing them from the inventory (deregistering and sorting); it includes kitchen and bakery services, bathroom and laundry services, collection, identification and evacuation of martyrs and water purification activities. Military logistics units; They are dynamic organizations with a reliable, modular, flexible and effective structure that can meet the needs of the troops at the desired place and time in all kinds of operations in peace and in war, respond quickly to changes. With these features, it carries out humanitarian aid activities in emergency situations such as natural disasters, international human movements and global pandemics, upon the request and instruction of civil authorities, when needed, and provides support within the scope of peace support operations carried out around the world, to the extent of its existing means and capabilities. Proper location selection of military main distribution centers and correct planning of transportation network design will increase the effectiveness and efficiency of military logistics units. In the first stage of the study, the location selection problem of military main distribution centers, which was the subject of the research, was solved using GAMS with a mixed integer program, taking into account TCDD logistics centers. The single-purpose model created took into account military ring, civilian road and rail transportation distances, minimized the total transportation cost between military main distribution centers and military intermediate distribution warehouses, and determined the additional warehouse capacity needed. Then, the results obtained based on the locations of existing military main distribution centers were compared with the results obtained by including the locations of TCDD logistics centers. In line with the analysis obtained, it has been seen that the warehouse capacities of existing military main distribution centers are not suitable for optimum transportation costs and that new military main distribution centers to be established in TCDD logistics centers will reduce the total transportation cost. In the second stage of the study; Based on the scenario of a possible sudden refugee influx due to the Syrian civil war that started in 2011, immediately after the earthquakes that occurred in the provinces of Kahramanmaraş and Adıyaman on February 6, 2023, the stores stored in the existing AADMs and the needs of the refugees for bathing, laundry, food, bread, water and toilets were used. Portable field living containers (TSYK) that will meet the needs have been placed and assigned. In the objective function of the created multi-purpose model; The socio-economic development, criminal incident (crime), transportation performance and damaged building status of the provinces were used. The placement and assignment problem of TSYKs was solved with the GAMS program by using goal programing, weighted goal programming and Epsilon constraint (ꜪK) methods combined with the Taguchi method, and the results obtained according to the scenario and the applied solution method were evaluated. Additionally, sensitivity analysis was carried out by relaxing the TSYK capacity constraints of the provinces.
