Abstract (EN)
Seas constitute three quaters of the world in which seas take an important place regarding States, humans and society. Be respected as a world state is only possible if the state quite avail itself of the sea. Maritime politics are also part of public policies which are based on economic policies. If a country is autarchic and can stand on its own feet in all matters, the policies implemented by that country will be successful. It will not be expected implemented policies to fail unless the country's economic model is based on production, its public budget is on equilibrium, it does not adopt a financial system form on debt, particularly external one. While the thesis topic "Turkish Maritime Politics in the Post Atatürk Era" is a process that influence each other in the Atatürk period and before, public policies are indeed affect each other in integrity. The most significant particularity of the Atatürk period was that construing the Turkey standing on its own feet was formed, in which the deadlocks and diseased structures of the Ottoman period were eliminated, the state was restructured, and foreign states were tried to be removed from the semi-colonial state economically and politically. Post Atatürk era, the new state, which was just trying to crawl, could not meet the needs of the nation brought by the single-party rule in the 2nd World War, despite the fact that President Inonu is the only authorized in the state and in the party, the fact that he was in charge of the mismanagement of the state and the nation, complaining about the mismanagement shows that the new spirit and excitement in the establishment of the Republic of Turkey died with the confession of helplessness. The internal mismanagement overwhelmed the people on an important level. Furthermore, when the Soviet threat came from the outside, the administrators preferred to continue their duty with the loans and opportunities to be taken from them by unconditionally surrendering to the USA and the Western bloc, the winner of 2nd World War. This attitude again fell into old bad diseases and made the future of the state and the nation in need of the help, especially help of foreign countries. Global instutitions established after the 2nd World War's new world order like United Nations and its subsidiaries such as Word Bank, IMF, IMO had dominated the world's system as it has never been dominated. USA, the super power, has directed world politics through these organizations. Whereas IMO was making all regulations regarding civil maritime in the world, it also steered the military alliance of the bipolar World, which dominated until the 1990s militarily. In this bipolar world, Turkey has formed its military strategies by taking place at the western, NATO pole. On this period, politicians preferred saving their days with populist policies instead of saving the future of the state and the nation.
