Abstract (EN)

New living spaces should be opened with the increase in population in settlements. As a result, infrastructure problems arise. Loss of property and life may occur with the negative impact of infrastructure problems in the city. Infrastructure lines have been built in different ways and with different standards from past to present. Very long and complex structures emerge when these lines are considered for the whole city. There are infrastructure works of different institutions and organizations such as Municipality, Telecom, Electricity Distribution Company, Natural Gas Distribution Company. These institutions and organizations should coordinate with each other in order to prevent loss of life and property in infrastructure work areas. This coordination can be achieved with the infrastructure information system. This system provides the opportunity to reach the result in a short time with the infrastructure information that can be queried and analysed. It also enables to intervene effectively with drinking water and sewage related problems and bring them to a manageable level. In this thesis, the infrastructure information system is used to make the most accurate decision about a problem that may occur in the waste and drinking water infrastructure an application has been made in the Tatvan district of Bitlis province, to make cost analysis, to present the data quickly, to make spatial inquiries, and to plan the present and the future in the most accurate way. ArcGIS, a scalable integrated GIS software, was used in the implementation of the application. In addition, the possible benefits of sewerage and drinking water infrastructure information system to Tatvan district were examined and suggestions for future studies were presented.
