The main aim of this study is to investigate terror, terrorism and securityin the European Union. Terrorism appears as a problem that threatens the wholeworld by spreading violence and fear. Like in most of the world, European Uniontries to cope wıth this threatening factor by constituting defence and securitypolicies.The idea of a Confederal Europe was put forward by Jean Monnet andRobert Schuman in the 1960s. Since then Europe has completed it?s economicintegration to the track of political integration. European political integrationrequires institutions that could provide security.Defence and security actions started with the idea of European Army,developed with European Defence Community and Western European Union.Because an organized totality could not be established inside European borders, theidea of defence policy was adopted in principle and action was taken.Terrorism is a very important issue that threatens all states, ethnic originsand whole of the community. A structure, that gradually widens both in quality andquantity like European Union, should take exact measures in combatting terrorism.With open borders and free circulation of people being the issues that triggerterrorism, European Union has given importance to policies of combatting terrorismonly after September 11th, 2001 and has been trying to take the action up to thelevel where they should be.
