Students and members of the academic staff of higher education institutions can benefit from the Socrates-Erasmus (LLP) exchange programme which provides student and staff mobility among members or candidates of the European Union. This programme was first established in 1987 under the name of Socrates-Erasmus. At the present day, the new period of six years (2007-2013) has started with a new name: ?Lifelong Learning Programme?. The budget of this programme which is based on the main principles of the European citizenship, the equal opportunity for education, for learning different languages and opening to different cultures was funded by the European Union. Each participant needs to have a local National Agency -a self-competent authority with its own coordinator- in its own country. For the success of the project, it is necessary to recognize the role of this Agency.The aim of the present study is to analyse first the structure of National agencies, and then to confirm the impact of their operations on the exchange mobility. Data concerning students and staff mobility on which a comprehensive research was made in this thesis was not reached directly. We trusted on the reliability of the statistical tables gathered from the official website of European Commission. We worked on the statistical data about National Agencies within the framework of the ?grounded theory? and ?simple random modelling?. This thesis -descriptive in nature- based on the use of empirical information doesn?t aim to put forth any hypothesis. After the descriptive study, it has been observed that no direct proportion exists between the success of the programme and the structure of National Agencies? websites.
