In recent years, with the development of artificial intelligence technology and its increasingly larger place in our lives, the question of how this technology will be regulated legally has also begun to be discussed. Until the European Union regulation, there was no comprehensive binding legal text introducing regulations on artificial intelligence, but existing legal regulations regulate certain aspects of artificial intelligence technology. Although many studies have been carried out directly on the legal regulation of artificial intelligence, the European Union has been the first to succeed in this matter. The Artificial Intelligence Regulation (EU) 2024/1689, published in the Official Journal of the European Union in the middle of 2024, is the first legal regulation worldwide that directly regulates artificial intelligence in detail. Since artificial intelligence applications are complex structures, they also interact with many areas of law. Therefore, it seems impossible to touch on every aspect of artificial intelligence applications with a single regulation. The European Union Artificial Intelligence Regulation also has not regulated artificial intelligence technologies from every angle but has approached the subject from the perspective of product safety. The regulation, based on the concept of risk, has aimed to minimize the risks that artificial intelligence technologies may create. In this study, the legal regime introduced by this regulation has been examined.
