Abstract (EN)

The modern welfare state is the state that gives the right to education to all citizens as a constitutional right without discrimination. Ensuring the participation of children with disabilities in social life with equal opportunities with other children is one of the most important duties of the state. All legal arrangements, services and efforts will only gain meaning if the general public becomes more sensitive to the needs of children with disabilities. At this point, the education rights of people with disabilities are guaranteed. Education programs should be reviewed in line with the needs of individuals so that they do not fail to adapt to social life at the end of the school period. This review should start with the awareness that every disabled person has the right to education. When we look at the article 26 of the Universal Declaration of Human Rights, the statement "Everyone has the right to education" emphasizes the necessity for all individuals to receive education in order to develop their own personality. Thus, the necessity of making legal, administrative and educational arrangements for individuals who need special education to benefit from equal education and life opportunities with those with normal development characteristics emerges. In this study, the implementation of special education services given to individuals with disabilities in our country will be examined within the scope of the historical process, and its compatibility with the European Union will be evaluated and it will be tried to examine what kind of applications it responds.
