Determined efficiencies and evaluated activities of irrigation associations in province Aydin

At the present time, there is an increasing competition among sectors for fresh water resources existing. In this study, it was aimed to present relatively activities and efficiencies of Irrigation Associations achieved Management-Operation and Maintenance (MOM) services in Büyük Menderes basin. From the 16 Irrigation Associations operating and taking over the irrigation schemes operated and constructed by State Hydraulic Works (DSI) in Province Aydin, Performances and Efficiencies of 8 Irrigation Associations having bigger area than 1 000 hectare were evaluated. Efficiencies and performances related to MOM activities of Irrigation Associations were calculated and compared with methods of Difference Factor Value and Data Envelop Analyst, respectively. Financial self sufficiency of Irrigation Associations in basin was found ranging from 1.64 to 0.79. Fee collection performance for Akçay Right Bank, Akçay Left Bank, and Nazilli Left Bank Irrigation Associations was low, while it was enough for Soke, Karpuzlu Yaylakavak, Aydin, Çine Topçam, and Nazilli Right Bank Irrigation Associations. Karpuzlu Yaylakavak and Soke Irrigation Associations were to work more efficiency once technique efficiency scores were compared. Efficiency scores of Nazilli Right Bank and Nazilli Left Bank Irrigation Associations were low in consequence of excess personnel number. Irrigation Associations in basin should make an effort more in order to increase in work force efficiency and to achieve irrigation system sustainability with making required and objective maintenance works.
