Abstract (EN)
From past up today most of the wars related with oil. Especially end of XIX century and at the beginning of XX century oil became essential topic. Production of oil is important but the most important problem is how to export produced oil. Because if produced oil not exported importance of this oil decrease. To increase oil production and to attract foreign investments, Azerbaijan signed very important oil contracts one after another with foreign oil companies. Oil production is increasing with realizing this oil contracts. Now here was another problem that how to export this oil. This export way must be safe and optimal. Before all Baku–Novorossiysk and Baku–Supsa was selected for early oil transport. Russia did one`s best for selection Baku–Novorossiysk as base oil transport pipeline. But this version was not suitable for Azerbaijan. In this situation Azerbaijan depend on Russia. At last Azerbaijan achieved selection suitable variant for itself: Baku–Tbilisi–Ceyhan. This was historic victory for us. Acceptation of this project increased Azerbaijan`s authority in International World. This project is way between East and West. Until the collapse of the USSR on December 8 in 1991, the Caspian Sea was the exclusive domain of the two littoral States: Iran and the USSR. The Soviet Union de facto in control most of the Caspian Sea and had a full naval dominance. The status quo had been accepted by both states for decades, even without the details of the legal status of the Caspian Sea, neither the precise demarcation of their respective rights and interests have been formally specified in a treaty. The situation has changed since 1991; five littoral states now border the sea: Russia, Kazakhstan, Turkmenistan, Iran, and Azerbaijan. Naturally the five concerned parties were interested to make the legal regime of the Caspian Sea clear, but finding vast reserves of oil and gas resources gave a new urgency to this legal problem. Finally, between the five littoral states have created the final solution and signed agreement.
