Abstract (EN)

In the Ottoman Empire, the Divân-ı Hümâyûn, which was considered as the highest decision-making body sometimes chaired by the sultan and most of the time by the grand vizier, the absolute deputy of the sultan, was the administrative unit of the state. Every issue discussed and decided in the Divân-ı Hümâyûn was recorded in the registers kept by the Beylikçi, Ruûs, Tahvil and Amedi Offices. The Ruûs registers, one of the series of registers of Divân-ı Hümayûn, were probably developed and started to be kept during the reign of Kanunî and contain the appointments and grants of state officials. This thesis covers the pages 105-192 of the ruûs register numbered 1484 in the Bâb-ı Âsafî catalogue of the Presidency of State Archives. The transcribed part of register covers the recors such as appointments-promotions, assignment, addition and retirement, etc., made to the center and provinces as a result of the decisions taken in the Divân-ı Hümâyûn between H. Gurre-i Şa'banü'l-Mükerrem 1023 (C. 6 September 1614) and H. 2 Safer 1026 (C. 22 February 1617). The study is divided into three parts. The introductory chapter introduces the Divân-ı Hümâyûn Offices and the registers he kept, elucidating their relationship to the Ruûs registers. In the first part, the evaluation of the Ruûs register numbered 1484 is conducted, and the physical and diplomatic characteristics of the book, the transcription method used, its contents and the period in which the book was kept are explained. The second chapter provides information about the institutions appointed in the Ruûs register numbered 1484 of the Bâb-ı Âsafî Ruûs Office, and attempts to explain them by evaluating examples and tables from the register. Additionally, in this chapter, the appointment records of mudarris and qadi are compared with Nev'izâde Atâyî's work Şakâ'ik Zeyli, and the appointment promotion processes and biographies of the ulemas in the register are tried to be revealed. In the final chapter, the transcription of the Ruûs register in question is completed.
