Abstract (EN)

Narcotic drugs or psychotropic substances addiction is a multidimensional and transboundary problem which threatens human and public health. Numerous national and international research have conduced to the development of tolerant approaches and practices within the context of the fight against addiction. While drug addiction treatments have been given priority, less attention is given to the penalties of imprisonment. As a basis of this research, the execution of penalties and precautions given in the Article 191 of the Turkish Penal Code no.5237 for the purchase, receipt or possession of narcotics or psychotropic substances for personal use or addiction of narcotics or psychotropic substances are examined in the third chapter. For this purpose, the first chapter discusses the concept of narcotic drugs and psychotropic substances and addiction. Approaches and examples of the execution of the drug addiction in international conventions and comparative law are examined in the second chapter, along with evaluations of the factual data.
