Interpretation of the intermediations of the principal administrators with the independent governments and their responsibilities in the management process

In Turkey, especially in the last ten years Pre-school education which is understood its importance and find place in the development plan cause to appear many problems and provide possibility to eliminate these problems with the solution production. Especially in Turkey which has various geographical and sociological structure, many kind problems is observed in the pre-school education management.There are similarities the problems which encounter but there are differences in the solution suggestion.Many reasons like climatic conditions, physical facilities, sociological structure, personal perspective cause to product different solution against the same problems. This research was done in 2016-2017 educational year in Erzurum for examining the opinions of primary school administrators with independent kindergartens and the school administrators in which includes primary school on the problems they encounter in the management process. This research was made with the qualitative research methods. Both primary school administrators with independent kindergartens and the school administrators in which includes primary school constitute the study group. In this study, the data was collected with interview form. Descriptive analysis method was used for data analysis. The results show that the heavy winter conditions of the region cause the students to make a absenteeism. Physical facilities of schools are insufficient. Managers are struggle with serious economic problems. The findings show that there are problems caused by the lack of flexibility of the legislation. Teachers should improve themselves in terms of professional and communication skills. In addition, parents do not give importance to preschool education and therefore they are effective in students' absenteeism. According to the result of the study, teachers are insufficient about the education of children who need special education. Managers experienced similar problems frequently and this situation negatively affected the management process.
