Independent administrative authorities: Tobacco and Alcohol Market

Independent Administrative Authority (IAA); are public establishments which are established with their own private establishment laws, whose duties and authority areas are determined in establishment laws, which have an accountability, administrative, financial and personnel autonomy, and which are public legal entities. Turkey's economy in turmoil during his lifetime in the creation of this institution on January 24, 1980 Decisions of the policies put forward by outside, it has been the impact of international organizations. Turkey's International Monetary Fund on economic issues during his lifetime (IMF) and World Bank (WB) has linked the creation of bio lending conditions. Spreading the market first in 1981 with the liberalization process passed with Turkey on 24 January 1980 Decisions Board (CMB) is met by the establishment of a IAA. One of these institutions spreading towards the years of 2000 was the Tobacco and Alcohol Market Regulatory Authority (TAPDK), which was established in 2002. TAPDK has been active in an important field where both the development of the market and the restraint of tobacco and alcohol use have been undertaken. The balance has been difficult to achieve. This institution, which is on the agenda with an important field activity, has been on the agenda with discussions about the closure since 2012. For this reason, the purpose of this study is; structure, function, duties, powers and responsibilities of TAPDK, which is an example of IAA established as a requirement of neoliberal policies; to ensure that this Institution has achieved the balance and that there is no need for this ınstitution.
