Abstract (EN)
In the study, the disintegration of the USSR and the independence process of Azerbaijan were examined and the developments in Azerbaijan during the dissolution of the USSR, especially the Nagorno-Karabakh problem, the public campaign attempts and the 20 January incident were investigated. The domestic and foreign policy problems that emerged after Azerbaijan gained its independence, Armenia's occupation of the Nagorno-Karabakh region, and the decisions of the UN Security Council and the OSCE Minsk group in this process were examined. Afterwards, Haydar Aliyev's coming to power, the ceasefire agreement with Armenia and the agreement of the century, which has the most important place in Azerbaijan's energy policy, were examined in detail. While examining the relations between Azerbaijan and the Central Asian Turkic Republics, taking into account the historical and social proximity and the richness of these countries in terms of energy resources, the political, economic and energy relations were investigated. The importance of the concept of energy in the foreign policy of Azerbaijan against the Central Asian Turkic Republics has been pointed out. On the basis of multilateral relations, the activities of Türksoy and the Cooperation Council of Turkish Speaking Countries have been investigated, and their roles in the multilateral relations between the Turkish States have been examined. Since their establishment, the meetings and activities of these organizations have been investigated, and the development dynamics of the relations of the countries have been shown. The study focuses on a broad analysis of the development of Azerbaijan's foreign policy as well as the analysis of foreign policy strategies with the Central Asian Turkic Republics, taking into account new trends in international relations. The study extensively examines Azerbaijan's political, economic and energy relations with the Central Asian Turkic Republics based on the collection, systematization and analysis of various data from the first years of independence to the present day.
